The Te Kāhu o Apakura – Ngāti Apakura Reconciliation Framework outlines a long-term, iwi-led approach to reconciliation, restoration, and future development following the historical impacts of Crown actions at Rangiaowhia.

This foundational report was prepared for the Ngāti Apakura claimants as part of the Te Rohe Pōtae Inquiry (Wai 898). It outlines the whakapapa, history, and political identity of Ngāti Apakura, presenting a case for mana motuhake and redress through the Waitangi Tribunal process.

This research identifies the whānau, hapū, and iwi present at or directly impacted by the Crown’s attack on Rangiaowhia on 21 February 1864. It provides detailed historical evidence to support ongoing claims and the restoration of justice for those affected.

Commissioned for Ngāti Apakura’s application under the Takutai Moana Act 2011, this report documents the hapū’s enduring relationship with Kāwhia moana. It provides robust evidence of customary marine rights and occupation, supporting the case for recognition and protection.
